Headlines from Q1 2025:

• Total Park & Ride passenger numbers continue to exceed pre-COVID levels. Volumes are now 22% above those seen in March 2019, albeit with some site-by-site variation.
• Vehicular flows on the strategic road network are now 4% above pre-COVID levels; with the M11 continuing to see a particularly strong recovery (+16%).
• Vehicular flows on the local road network are 14% below pre-COVID levels; and are 3% below this time last year (March 2024).
• Multi-storey car park usage in Cambridge remains below 2019 levels (-19%), despite the re-opening of Park Street Car Park in November 2024. This may partly account for the large increase in P&R usage.
• Retail footfall in central Cambridge is 7% below pre-COVID levels. Mondays (-15%) are particularly far below the levels of footfall seen in March 2019.

Context: each quarter, the transport sub-section of Cambridgeshire County Council’s Policy & Insight Team publish a slide pack which seeks to summarise how transport and mobility is recovering / has recovered from the impacts of COVID-19.

This includes metrics relating to strategic road usage, local road usage, footfall levels, air quality, car park usage and levels of active travel.
